Kazakhstan Plans to Reinstate Duty-Free Imports of Oil and Petroleum Products From Russia

Kazakhstan plans to renew its intergovernmental agreement with Russia on trade and economic cooperation in the supply of oil and petroleum products, Orda.kz reports.
A corresponding bill has been submitted to the Majilis for consideration. It concerns the ratification of a protocol that would extend the agreement first signed in December 2010, with certain amendments to the existing document.
The original Kazakhstan–Russia agreement provides for the duty-free import of Russian petroleum products into Kazakhstan. It expired on January 1, 2024. In October 2024, Kazakhstan's Ministry of Energy reached an agreement with other government agencies to prolong the supply regime.
In November, it received counterproposals from the Russian side, which Kazakhstan accepted. The Ministries of Finance, National Economy, and Justice also supported the initiative.
The Russian government approved the renewed agreement in July 2025.
Under the updated terms, the duty-free supply of Russian petroleum products will be extended until 2028, a move that aims to protect Kazakhstan’s domestic fuel market from potential disruptions and price volatility.
