Mazhilis deputies have approved amendments aimed at tightening control over driver training, Orda.kz reports.
The document provides for stronger requirements for driving schools. Their activities are to be moved to a permit-based system, meaning only organizations with the necessary facilities, equipment, training grounds and qualified instructors will be allowed to operate.
It is proposed to create a state register of educational organizations that have received permission. The register will make it possible to monitor schools after permits are issued. It is proposed that the register be maintained by the Interior Ministry. Medical data of a certain form is also planned to be integrated into the Interior Ministry’s automated databases. These measures will prevent drivers with medical contraindications from getting behind the wheel.deputy Yekaterina Smyshlyayeva said.
There are currently 727 driving schools in the country. They operate under a notification system, meaning no special permit is required to open one. It is enough to submit a notice of the start of activity through the eGov portal. The state does not conduct any preliminary inspection.
A separate block of amendments concerns digitalization. In particular, it clarifies the rules for the use of cameras and other technical means of recording violations. In addition, drivers’ medical data is to be integrated into Interior Ministry databases in order to prevent people with contraindications from being allowed to drive.
The authorities also plan to create a leak registry, where citizens will be able to check whether their personal data is publicly accessible. In addition, oversight of critical digital infrastructure is to be partially transferred to the National Security Committee as part of efforts to strengthen cybersecurity.
