Kazakhstan Is Moving Intercity Bus Travel Into a Fully Digital System

Kazakhstan is changing the rules for bus transportation by moving tickets, routes, licenses and carrier subsidies into digital systems, Orda.kz reports.
The main change is the creation of a unified transport document management system. It will register, process and store documents related to passenger transportation. The system will also transmit data to state bodies and other participants in the transportation process.
The rules for paying for travel are also changing. On international, intercity, interregional and inter-district bus routes, passengers will be able to pay for tickets not only at bus station ticket offices and service points, but also through digital payment systems and electronic ticket agencies.
Boarding will be based on a ticket and identity documents. Both the original document and its electronic version will be accepted.
A separate block of changes concerns carriers. Through the e-government portal, they will be able to apply for subsidies on socially significant routes. This applies to urban, rural, suburban, intra-district and inter-district transportation. The service will take five working days.
Routes and schedules for regular urban, rural, suburban and intra-district services will also be approved through the electronic system. To do this, the carrier will need to submit an application, a route scheme and a timetable. The review period, according to the order, will be four working days.
Licenses for irregular intercity, interregional, inter-district and international transportation by buses and minibuses will also be issued through the portal. A new license will be issued within five working days, re-registration will take three working days, and obtaining a duplicate will take two working days.
These rules will fully come into force on July 12, 2026.
