Kazakhstan Proposes Differentiated Toll Rates for Transit Foreign Drivers

Kazakhstan’s Ministry of Transport has proposed changes to toll payments on republican-significance highways for foreign drivers. The new rules are expected to take effect in March 2026, Orda.kz reports.
The ministry wants to introduce differentiated toll rates for foreign users of paid roads who are in transit. According to officials, this measure would help to cover the additional costs of maintaining and repairing highways that deteriorate faster due to heavy transit traffic. Any extra revenue would be earmarked for developing and maintaining road infrastructure.
The ministry notes that the change would not apply to all foreigners. The differentiated rate would target users from countries that do not have relevant intergovernmental agreements with Kazakhstan.
«This provision will not apply to EAEU countries, Kazakhstani residents, or countries for which intergovernmental agreements do not stipulate payment conditions for travel on toll roads,» the draft states
The draft order has been published for public discussion on the Open NPA website. If adopted, the amendments will come into force in late March 2026.
It should also be noted that, since December last year, the payment window for toll roads has been extended from seven to 30 days. This gives road users more time to pay without facing an administrative fine, and the change applies to both individuals and legal entities.
