Kazakhstan Forms Nuclear Industry Network Ahead Of Putin’s Visit

Bakhytzhan Kadyrbayev has been appointed executive director of the AIDA Nuclear Industry Development Association, Orda.kz reports.
The organization will coordinate industry projects, develop Kazakh contractors, and support local content ahead of the construction of Kazakhstan’s first nuclear power plant.
Kadyrbayev is already listed as executive director on AIDA’s website. The association positions itself as a platform for developing Kazakhstan’s nuclear industry. Its tasks include coordinating market participants, working with international standards, training specialists, attracting investment, and participating in nuclear power plant construction projects.
The appointment is also notable because of its political context. In September 2025, the Baytaq Green Party announced that Kadyrbayev had become the party’s deputy chairman. He was then put in charge of the nuclear agenda, including forming the party’s position, analyzing legislation, working with experts, conducting public outreach, and organizing nuclear energy forums.
Vladimir Putin’s visit to Astana on May 27–29 adds further intrigue. Energy expert Nurlan Zhumagulov wrote on his Telegram channel that, according to rumors, documents related to the nuclear power plant may be signed during the visit. This agenda has not been officially confirmed.
The developments come as Kazakhstan prepares to build its first nuclear power plant. In June 2025, the Atomic Energy Agency chose Rosatom as the leader of an international consortium. Kazakhstan and Rosatom later approved the project roadmap.
