Kazakhstan Farmers Face Contract Blocks Over Irrigation Water Debt

Consumers owe RSE Kazvodkhoz more than 966 million tenge for irrigation water, Orda.kz reports.
The Ministry of Water Resources and Irrigation’s press service said the debt had been cut by more than half after outreach work with consumers. At the end of 2025, the debt stood at 2.13 billion tenge.
The largest debts are in Kazakhstan’s driest regions:
- Turkestan region — 341.7 million tenge
- Kyzylorda region — 251.3 million tenge
- Big Almaty Canal named after Dinmukhamed Konayev branch — 211.3 million tenge
- Zhambyl region — 94.65 million tenge
- Zhetysu region — 44.9 million tenge
The debt prevents the irrigation season from running steadily. Payments for water are used to clean and repair canals, and to buy fuel and materials. We urge farmers to repay their debts as soon as possible. This will ensure the normal operation of water management facilities,acting Kazvodkhoz general director Anuar Uskenbayev said.
Kazvodkhoz now signs contracts with consumers electronically through a new billing system. If a client has debt of more than 5000 tenge, the system will automatically prevent them from signing a new contract.
