Is Kazakhstan’s New Adilet Party Entering Atameken’s Field With Its Own Business Council?

Kazakhstan’s Adilet party is creating a business council with representatives of major companies, Orda.kz reports.
Kazakhstan already has a formal platform for dialogue between business and the state — the Atameken National Chamber of Entrepreneurs. Now a similar consultative format is being launched by a political party.
Adilet Chairman Aibek Dadebay announced the creation of the council. Political analyst Daniyar Ashimbayev wrote that the new body is expected to become a permanent platform for dialogue and joint decision-making.
The council will have seven co-chairs. They include Qarmet and Allur Group head Andrey Lavrentyev, Kazakhtelecom Chairman Bagdat Musin, businessman Gennady Zenchenko, Association of Investors Chairman Rustam Zhursunov, Association of Tax Consultants member Aizhan Balakeshova, Light Industry Association Vice President Inna Apenko, and Shakhmurat Mutalip, co-owner of ERG and head of Integra.
Ashimbayev noted that Lavrentyev and Musin are already members of Adilet’s political council. In his view, the party is gathering major business figures around itself and preparing a place in Kazakhstan’s new political configuration.
Adilet is a new party led by Dadebay, a former head of Kazakhstan’s presidential administration. It was officially registered on June 1, 2026, and later absorbed the ruling Amanat party, which had dominated Kazakhstan’s political system for decades.
