Former Minister Sharlapayev Joins Samruk-Kazyna Board

Former Minister of Industry Kanat Sharlapayev has been appointed to the board of directors of Samruk-Kazyna, Orda.kz reports.
According to a notice on the Kazakhstan Stock Exchange (KASE) website, the decision was made on April 12, 2025. Sharlapayev, who currently serves as the president’s aide on economic issues, has become the seventh member of the board.
In addition to Sharlapayev, the board includes Prime Minister Olzhas Bektenov, Samruk-Kazyna Chair Nurlan Zhakupov, and independent directors Bolat Zhamishev, Luca Sutera, Wong Heang Fine, and Mohamed Jameel Al Ramahi.
Born in 1981 in Russia, Sharlapayev graduated from the Saratov Socio-Economic University and the Cranfield School of Management in the UK. Prior to returning to Kazakhstan in 2022, he held senior positions at Citi, including CFO roles in Russia, Ukraine, and Kazakhstan, and oversaw strategy and analytics in emerging markets across EMEA.
After receiving Kazakh citizenship in late 2022, he was appointed head of the Baiterek holding and later became Minister of Industry and Construction in September 2023.
On February 28, 2025, Sharlapayev was dismissed from his post and appointed to the Presidential Administration. Despite criticism during his tenure, particularly around industrial safety and the controversial recycling fee, analysts view his continued rise as a sign of presidential confidence and a reflection of his role in shaping Kazakhstan’s economic policy.
