Kazakh Suspects Linked to Fraud Scheme Targeting Deaf People in Kyrgyzstan

Two citizens of Kazakhstan are accused of defrauding more than 30 hearing-impaired people in Kyrgyzstan out of more than 20 million soms, or about 106 million tenge, Orda.kz reports, citing 24.kg.
Kyrgyz lawmaker Dastan Bekeshev spoke about the scheme. According to him, it operated from 2023 to 2025. Fraudsters with hearing impairments came from Kazakhstan, presented themselves as housing sellers, and offered apartments at low prices. The victims transferred money, after which the funds were sent out of Kyrgyzstan.

The victims filed complaints against one another, but behind all these cases, the deputy said, there is a single scheme of deception.
So far, only intermediaries inside Kyrgyzstan, who also have hearing impairments, have been detained. The alleged organizers of the scheme have not been found.
Bekeshev appealed to Kyrgyzstan’s Interior Ministry to conduct a joint investigation with Kazakh law enforcement agencies. The ministry said it would coordinate its work with Kazakhstan.
