Civil Service Recruitment In Kazakhstan Goes Fully Online

Since April 1, Kazakhstan has introduced a new procedure for entering the civil service, with the entire recruitment process moving online, Orda.kz reports.
Applications are submitted through the eQyzmet portal. The system automatically processes the stages of the competition, which should shorten the timeline and reduce bureaucracy.
Before entering the competition, candidates must take a test on knowledge of legislation and complete a personal qualities assessment. The legislation test includes 55 questions, and applicants must answer at least 30 correctly, with at least five correct answers for each legal act.
The personal qualities assessment is conducted under three programmes: 10 competencies for managerial positions, seven for non-managerial posts, and a separate assessment of emotional, social and logical abilities for entry-level positions that do not require work experience. The test results remain valid for one year. Candidates may take the personal qualities test up to three times a month. Only the five highest-scoring candidates are allowed to take part in the competition.
Documents are submitted through a personal account. Candidates for managerial positions write an essay and undergo a video interview. Applicants for other posts complete practical tasks, including drafting an analytical note, an official letter or a response to an appeal.
The winner is determined automatically on the basis of total points. If scores are tied, work experience and education level are taken into account. To ensure transparency and objectivity, an automated proctoring system is used at all stages of the general competition except the interview. Under the new procedure, the competition period has been cut to an average of five to seven working days, down from 23 to 30 days previously.
