70% Of Teenagers In Kazakhstan Work Illegally, Labor Ministry Says

More than 70% of working teenagers in Kazakhstan are employed without an employment contract, Orda.kz reports.

Labor and Social Protection Minister Askarbek Yertayev announced the figures at a government meeting. According to him, the ministry surveyed 100,000 children and their parents.

The study found that more than 70% of teenagers work without formal contracts, up to 51% work in the evening or at night, and 10% receive their wages late.

The study showed that a significant part of teenagers work outside the official field. Many get jobs without an employment contract, work in the evening and at night, and some face wage payment problems. Our task is to bring the employment of minors out of the shadow sector and ensure the protection of their labor rights,Yertayev said.

He added that the ministry will strengthen control over informal employment, especially in construction, agriculture, and services.

The Labor Ministry is also preparing amendments to the Labor Code and the law on compulsory employee accident insurance. The changes include tougher employer responsibility for safe working conditions, guaranteed insurance protection for minors, and a clearer list of permitted and prohibited types of work for teenagers.

Yertayev said youth employment at enterprises will be monitored online, with special attention paid to high-risk sectors.
