Why Didn’t Akim of Qaraganda Region Resign?

On October 29, the former Saran Akim, Yerkin Baulykov, was dismissed. He held this position for only a year. Meanwhile, the head of the region, Yermaganbet Bulekpayev, who had been in his post for two years, received only a reprimand. The Akim explained why, Orda.kz reports.
Some residents of the Karaganda region believed that Bulekpayev should have left, according to social networks.
The regional Akim attempted to explain why he did not resign as head of the region after the heating season failed.
Firstly, the former city Akim bears direct responsibility for this. At all headquarters and meetings, it was constantly reported that the situation was under control, that everything was working. Therefore, he was punished as such, and he accepted it and acknowledged it. As for me, such a decision was made. Well, I accepted it, I am not excluding it. Of course, I also bear responsibility, so we will continue to work, he answered.
Yermaganbet Bulekpayev also commented on President Toqayev's reprimand.
