Ukraine May Sign Rare Earth Deal with U.S. on April 30

Ukraine is expected to sign a subsoil agreement with the United States as early as April 30, Orda.kz reports.

According to Bloomberg, citing its sources, both sides have agreed on the terms of the so-called "rare earth deal," and Ukraine’s Economy Minister, Yulia Svyrydenko, has already traveled to Washington to finalize the agreement.

The deal includes the creation of a special fund to support Ukraine’s post-war recovery and aims to attract investment in the mining and energy sectors. It will not interfere with Ukraine’s potential accession to the European Union.

All U.S. military aid provided after the agreement is signed will be counted as a contribution to Ukraine’s recovery fund. While Washington initially pushed for the inclusion of previously allocated tens of billions of dollars in military assistance, that condition was ultimately dropped.

The U.S. is reportedly eager to finalize the deal as Donald Trump continues to criticize the ongoing conflict and offer a "peace plan" that has failed to satisfy either Kyiv or Moscow.

The EU has since introduced its proposals.

Earlier, Ukraine and the U.S. had signed a memorandum of understanding outlining cooperation on rare earth metals.
