Tokayev Sees A Gap Between Alatau’s Ambitions And Reality

President Kassym-Jomart Tokayev criticized the infrastructure situation in the Almaty region and pointed to the gap between plans to build Alatau Smart City and the real living conditions of local residents, Orda.kz reports.
According to the head of state, residents of settlements annexed to the city, including Zhetygen and Koyankus, complain about unstable internet, poor roads, and the lack of central water supply. They also regularly face power outages.
There is a clear contrast between the tasks of building Alatau Smart City and the real socio-economic situation in the region. Let’s talk about it openly,the president said at a meeting on Alatau’s development.
Tokayev noted that power supply problems are affecting the entire region. Due to network wear, which reaches 70%, 919 power outages were recorded in 2025. Since the beginning of 2026, another 201 outages have occurred.
The president also drew attention to delays in infrastructure projects. In the city’s new districts, utility networks are still at the design stage. In addition, projects to reconstruct three substations and expand the capacity of the water intake facility are behind schedule.
The head of state placed responsibility for the current situation on the government.
I consider this situation an omission on the part of the government, in particular Deputy Prime Minister Kanat Bozumbayev and Akim Marat Sultangaziyev,Tokayev said.
The president added that the construction of new power plants is a matter of national importance. According to him, most experts consider the launch of new generation capacity to be the main solution to the energy deficit.
