Toqayev Appoints New Penal Enforcement System Committee Chair

President Qasym-Jomart Toqayev has appointed a new chair of the Committee of the Penal Enforcement System (KUIS), Orda.kz reports.
By presidential order, the KUIS is now headed by Colonel of Justice Abay Kaiyrbekov, who will simultaneously serve as Deputy Minister of Internal Affairs of the Republic of Kazakhstan.
Kaiyrbekov is originally from the Qaraganda region. He has been working in internal affairs agencies since 1998.
He began his career as an operative officer and then held various positions, including head of the UIS department for the Qostanay region and the city of Almaty.
Since 2023, he has served as the first deputy KUIS chair.
His predecessor, Tenizhan Dzhanibekov, left the Interior Ministry's penal system following a corruption scandal involving the arrest of a subordinate on suspicion of accepting a large bribe.
In connection with this incident, Dzhanibekov received a reprimand and was dismissed from his post.
