Tokayev to Expand National Security Committee’s Powers

Kazakhstan is preparing amendments to several presidential decrees regulating the work of the National Security Committee, the Border Service, the Anti-Terrorism Center, and other national security bodies. The main change is the planned expansion of the KNB’s powers in digitalization, cybersecurity, and artificial intelligence, Orda.kz reports.

According to the document, the KNB will oversee the cybersecurity of critical digital infrastructure facilities.

The committee will also be able to receive digital resources from the systems of state bodies and organizations, develop secure digital systems, work with electronic documents containing state secrets, and coordinate the unified internet and email access gateway of the digital government.

The amendments separately add participation in state policy on artificial intelligence to the KNB’s powers. The committee will be able to develop or deploy AI models and platform software products.

The changes also concern the Border Service. Its employees will be able to use digital systems to protect the state border and participate in ensuring the cybersecurity of digital facilities.

Some provisions in the document are marked classified.

The order will come into force on July 12, 2026.
