At a Central Communications Service press conference, the Akim of Almaty Region, Marat Sultangaziyev, commented on the situation in Talgar, Orda.kz reports.
He expressed condolences to Sherzat Polat's and Nurganat Gaipbayev's relatives. Gaipbayev, according to the official version, committed suicide.
Journalists asked how such a situation unfolded, considering the round-the-clock protection.
Law enforcement agencies have work regulations. If they respond, they will give a more qualified answer, said Marat Sultangaziyev.
He was also asked about rumors about the deportation of Sherzat Polat's relative, Bakhyt Nurymova, from Kazakhstan. Sultangaziyev was unaware of it.
As for deportation. We will find out who made this decision. This is within the jurisdiction of law enforcement agencies and migration services. We will send them an inquiry. As far as I know, she is a stateless person, he answered.
Journalists also asked about the alleged organized crime group "Khutor."
The Akim noted that the tragedy spotlighted Talgar. Meanwhile, he said the Talgar district is one of the most successful in the country in terms of economy.
Regarding the organized crime group, law enforcement agencies have given an answer. Indeed, there are certain signs for organized crime groups when a consistent group has goals. Law enforcement agencies have said that this does not exist. As an Akim and a resident of the region who grew up there, I can say that such an organized crime group in the form defined by law does not exist. Law enforcement agencies confirm this, the Akim assured.
The head of the district Akim’s office, Aslan Kasymbayev, according to Sultangaziyev, resigned of his own accord.
He was also asked why the Akimat did not provide Sherzat's family with housing after their house burned down.
Marat Sultangaziyev replied that local authorities were involved in reaching out to sponsors, philanthropists, and non-governmental organizations.
We offered our help. There are people who are ready to support the family and help with the construction of a new house. The approval of the owners themselves is needed. We also offered to coordinate the planning documents related to the construction during the winter. After the house burned down, we offered them (housing. - editor's note), but they preferred to live in their parents' house in the same village,"the Akim answered
More than two months have passed since 16-year-old Sherzat Polat was killed in Talgar.
On the night of December 9, the body of his uncle, 30-year-old Nurganat Gaipbayev, was found on the outskirts of the city.
According to preliminary information, he committed suicide.
Nurganat played a key role in the investigation of Sherzat's death and was considered a victim in the case.
He was to give testimony in court.
His family and lawyers question the circumstances. Nurganat's relatives did not give their consent to release correspondence with him before his death publicly.
Meanwhile, Sherzat's father was arrested for disorderly conduct. His lawyer, Askar Kaimakov, believes Nurymov's arrest is illegal.
