Prosecutor General’s Office Releases Findings on KFF Violations

The Kazakhstan Football Federation (KFF) and several clubs were found to have committed financial violations totaling three billion tenge, according to findings released by the Prosecutor General’s Office, Orda.kz reports.

The criminal investigation into former KFF president Adilet Barmenkulov became public in early March. Nearly a month later, authorities disclosed further details about the case.

We have established facts of the payment by the previous leadership of the federation of unjustified bonuses to selected employees and athletes for a total amount of over 300 million tenge,
the supervisory agency stated. 

Among the violations, investigators highlighted a construction project in the Talgar district. The contractor received 350 million tenge, but the work was never completed.

The construction of a base in the Almaty region, which began in 2021, has been frozen, and the contractor’s accounts have been blocked.

Additionally, the KFF spent 135 million tenge on developing strategic documents and club management standards, which the Prosecutor General’s Office described as ineffective.

The documents do not contain specific implementation mechanisms, including attracting private investment, and the club management standard remains unimplemented,
the agency said. 

Auditors also uncovered irregularities at clubs including Ordabasy, Jetisu, and Aqtobe. These included inflated contract amounts, price manipulation in player transfers, and theft.

The criminal case has been transferred to the Financial Monitoring Agency for further investigation.

KFF leadership changed at the end of 2024; Adilet Barmenkulov had previously served as president.

The Senate recently adopted amendments to the law prohibiting public funds to finance foreign players.
