PIN Code Parcel Pickup and Hybrid Mail: Kazakhstan Changes Postal Rules

New postal rules will take effect in Kazakhstan on July 27, introducing more electronic services, digital notifications and new ways to send and collect mail, Orda.kz reports.

One of the main changes concerns the collection of registered mail. Letters and parcels may now be picked up not only by the recipient or an authorized representative, but also by another person. The recipient must give consent in advance, while the person collecting the item must provide a PIN code or present a barcode for scanning.

Postal operators will also introduce digital systems to automate their services. Customers will receive electronic notifications when an item is accepted, delivered, collected or returned. Each stage will be recorded digitally using a tracking number.

The rules also introduce hybrid mail. Customers will be able to send a letter electronically, after which the postal operator will print it and deliver a paper copy to the recipient. The process can also work in reverse, with a paper letter converted into electronic form.

Before accepting or handing over a parcel, the operator must obtain the customer’s consent to collect and process their personal data. Consent may be provided on paper or electronically using a digital signature or government digital services.

The rules also remove limits on domestic postal money transfers. However, transactions will remain subject to laws against money laundering and terrorist financing.

Cash may still be sent in certain types of mail with a declared value, provided that all legal requirements are met.
