New Parking Rules Approved in Astana: How Much Will Drivers Pay and Who Is Exempt?

Astana’s maslikhat has approved new rules on traffic organization in areas not regulated by standard traffic rules. The document sets out procedures for parking, barrier installation and the use of municipal parking spaces, Orda.kz reports.
Some of the provisions will come into force on April 20, while others will take effect on July 12.
Under the new rules, parking outside specially designated spaces in the city is prohibited for trucks weighing more than 3.5 tons, except municipal vehicles, as well as for electric scooters, electric bicycles and other small electric vehicles.
Owners of private parking facilities must bring them into line with the city’s design code and provide round-the-clock access for emergency and utility services. They must also allocate spaces for people with disabilities.
From July 12, 2026, hourly charges will be introduced for the use of outdoor municipal parking lots. The fee will depend on the tariff zone set by the akimat:
- 200 tenge in high-demand zones;
- 150 tenge in medium-demand zones;
- 100 tenge in low-demand zones.
The cost of covered municipal parking facilities will be set separately by the akimat.
Several preferential categories will be exempt from paying for municipal parking:
- veterans of the Great Patriotic War, labour veterans, veterans of military operations in other countries, and those granted benefits equal to those of Great Patriotic War veterans;
- persons with first- or second-group disabilities, as well as legal representatives of a child with a disability;
- mothers with many children who have received the Altyn alka or Kumis alka awards, or who previously held the title of Mother-Heroine or the Order of Maternal Glory, first or second degree;
- citizens affected by nuclear testing at the Semipalatinsk nuclear test site;
- owners of electric vehicles;
- operational and special services with flashing lights switched on.
Parking near residential buildings will remain free for one car per apartment. To receive that benefit, residents must apply through the website of the Traffic Management Center.
The document also regulates the installation of barriers, the towing of vehicles to impound lots and the procedure for their return.
