MIA Shakes Up Jambyl Region Police Department Leadership

The Ministry of Internal Affairs has reshuffled the leadership of the Jambyl Region Police Department. Major General Kaisar Sultanbayev has replaced Malybayev, Orda.kzreports.
Sultanbayev began his service in the early 1990s. The general has over thirty years of experience in the Ministry of Internal Affairs, from platoon commander to chairman of the administrative police committee — his final position before his new appointment.
The appointment came amid high-profile scandals within the Jambyl police. In late September, the previous head, Bakitzhan Malybayev, was dismissed following a series of failures and internal investigations.
Under his tenure, the number of serious crimes and traffic accidents in the region increased, and complaints against investigators increased. Furthermore, Malybayev openly defended his deputy, Zhaidarbek Kuttybaev, who was arrested for fraud. Talas District Police Chief Yerken Abayev was also arrested in connection with the same case. Malybayev's career was ultimately ruined by a party with generals that leaked online. The video showed the police chief drinking alcohol with colleagues. Sultanbayev's appointment was not without reason. As the chief administrative police officer, the general was responsible for maintaining public order, ensuring road safety, detecting domestic and administrative violations, and overseeing state control of weapons circulation.
Incidentally, Malybayev only held the post for a year. He was appointed after large-scale purges within the regional police.
In 2024, almost the entire leadership of the department was dismissed following an inspection by the Ministry of Internal Affairs.
