Kazakhstan’s Reforms Get Support From Some PACE Members

A group of members of the Parliamentary Assembly of the Council of Europe praised Kazakhstan’s constitutional reforms after the March 15 referendum, but PACE said the declaration does not represent the Assembly’s official position, Orda.kz reports.

The written declaration, titled “Constitutional Referendum in Kazakhstan: A New Stage of Reforms,” was prepared by Turkish PACE member Mehmet Akalin. It was signed by 22 parliamentarians from different political groups and national delegations.

The signatories described the referendum as an important stage in Kazakhstan’s institutional transformation and modernization of public administration.

They also welcomed the stated goals of the reforms, including a more balanced system of public administration, stronger accountability, broader access to constitutional justice and stronger guarantees for human rights and freedoms.

The declaration also praised Kazakhstan’s cooperation with the Council of Europe, saying the sides continue dialogue on constitutional development, the rule of law and human rights protection.

However, PACE added that a written declaration reflects only the position of the members who signed it.

The written declaration does not reflect the position of the Assembly, but only the position of those members who signed it. The Assembly will not consider this document further,PACE said.

Kazakhstan’s new Constitution is expected to come into force on July 1, 2026.
