Kazakhstan’s IT Market Slows After Years of Rapid Growth, but Salaries Keep Rising

Kazakhstan’s IT services market has grown rapidly over the past decade. The volume of services increased from 117.4 billion tenge in 2015 to 1.7 trillion tenge in 2025, Orda.kz reports, citing Finprom analysts.
Over that period, the industry expanded 14-fold. The fastest growth was recorded in 2020–2023, when annual growth exceeded 40–50% amid global digitalization and rising demand for online services. In 2025, however, analysts recorded a slowdown. Growth came to 13.5%, compared with 36.3% a year earlier.
The structure of the market is also gradually changing, the authors of the study said. Small enterprises still account for the largest share, generating 908 billion tenge in services by the end of 2025. At the same time, medium-sized and large companies are growing the fastest.
Over three years, the volume of services provided by medium-sized enterprises increased more than sixfold, reaching 311.8 billion tenge. For large enterprises, it nearly tripled to 376.2 billion tenge. Analysts say this points to gradual consolidation in the industry. Individual entrepreneurs also posted strong growth, up 41.3% to 89.2 billion tenge.
By segment, software development and testing remain the largest category, with 733.7 billion tenge in services. A significant share also comes from software support at 179.8 billion tenge, consulting services at 135.3 billion tenge, and system and technical services at 105.6 billion tenge. At the same time, the cybersecurity segment remains relatively small at 31.6 billion tenge, despite its strong growth potential.
Employment has also been rising alongside the market. Over the past three years, the number of jobs in the sector increased by about 41%, indicating steady demand for specialists. By the fourth quarter of 2025, the number of employees in the industry had reached 19,400 by payroll headcount and 18,400 by actual headcount. For comparison, in 2022 those figures stood at 13,800 and 13,000 respectively.
Wages have grown even faster. The average monthly nominal salary in the IT sector reached 1.4 million tenge, almost three times higher than the national average. Over the past three years, that figure has doubled.
In 2025, TypeScript became the most popular programming language, overtaking Python and jаvascript. Experts linked its rising popularity to the development of artificial intelligence technologies and the growing need for more reliable code.
