Kazakhstan Updates Subsidies for Green Vehicle Producers

Kazakhstan's ministries of Ecology and Industry have updated the rules for subsidizing environmentally friendly vehicle production, including a new procedure for issuing discount certificates to buyers who hand in old vehicles for scrap, Orda.kz reports.
Under the new rules, manufacturers will apply twice a month to the operator, JSC Zhasyl Damu, for reimbursement of discounts they provided to buyers of locally made green cars or agricultural machinery. The discount amount will be stated in tenge on the certificate, though the formula for calculating it was not included in the document.
Certificates will be valid for one year from the date of issue and can be transferred to other people up to three times, without extending their validity. Buyers can use a maximum of two certificates per car purchase, or four when buying agricultural machinery.
The volume of discounts and the number of certificates for each year will be determined through Zhasyl Damu. The relevant industry authority will submit production plans and proposed discount amounts to the operator, which will then verify its financial capacity and coordinate the parameters with state bodies.
The updated rules also introduce a new category: locally produced self-propelled chassis, defined as a category N vehicle chassis with a cab and engine that can temporarily participate in road traffic under restrictions. Manufacturers using such chassis will be able to receive financing for green vehicle production, provided they meet a set of registration and technical requirements, including a Kazakhstan registration, an international manufacturer code and VIN marking.
The joint ministerial order takes effect in early autumn 2026.
