Kazakhstan to Control Future Nuclear Power Plant, Eyes China for Second Project

Kazakhstan will fully own and operate its first major nuclear power plant, including controlling the uranium supply chain and all technological processes, according to Almasadam Satkaliyev, Chair of the Atomic Energy Agency, Orda.kz reports.
He emphasized that a key requirement in selecting a contractor was ensuring the plant's independence and effectiveness through Kazakhstan’s specialists. This includes developing a national training system, building an industrial base, and localizing all stages of construction.
We understand that this involves large-scale investment into Kazakhstan’s economy. And I can say with full responsibility: the risks of dependence on Russia in the field of nuclear technology are minimal — practically nonexistent. This is spelled out in the contract,
said Satkaliyev.
He added the cooperation model is simple: “They come, build, train, and leave.”
Kazakhstan will also establish its production of nuclear fuel assemblies. The country already possesses uranium reserves and manufactures fuel pellets. It also holds Canadian licenses for uranium conversion and maintains partnerships with both Russia and China.
The project is expected to create a fully self-sufficient nuclear energy cluster — from mining to fuel production — in line with the President’s directive for the sector’s development.
Looking ahead, Kazakhstan sees China’s CNNC as a potential partner to construct a second nuclear plant.
"All shortlisted participants had unique technologies, but objectively, the strongest proposals came from China and Russia," Satkaliyev said.
The final decision will be made after all necessary details are reviewed. Negotiations with the Chinese side will be held accordingly.
