Kazakhstan Still Unable to Resume Druzhba Oil Exports to Germany

Kazakhstan is prepared to resume oil exports to Germany through the Druzhba pipeline, but shipments remain suspended because of technical restrictions along the transit route, Orda.kz reports, citing TASS.

Kazakhstan has not shipped oil through Druzhba since May. The Energy Ministry said deliveries could restart once the restrictions are removed and agreements are reached with all parties involved.

Supplies of Kazakh oil along the Atyrau–Samara–Druzhba route toward Germany are temporarily suspended because of technical restrictions on the transit side. Once they are removed, deliveries may resume, subject to agreements between all interested parties,the ministry said.

Since May, the affected volumes have been redirected through the Russian port of Ust-Luga and the Caspian Pipeline Consortium system.

The Energy Ministry had already said in July that no Druzhba shipments were planned for July or August.

How Shipments Were Suspended

Problems with the northern branch of Druzhba emerged in late April. Energy Minister Yerlan Akkenzhenov said Kazakhstan initially learned about the restrictions through unofficial channels. He suggested they could be connected to strikes on Russian infrastructure.

Kremlin spokesperson Dmitry Peskov later confirmed the suspension, attributing it to technical issues and saying Kazakhstan’s interests would be protected through alternative export routes.

The Energy Ministry redirected 260,000 tons of crude originally intended for Druzhba. Of that volume, 100,000 tons went through Ust-Luga and 160,000 tons through the CPC system.

Kazakhstan has supplied oil from the Kashagan, Karachaganak and Tengiz fields to the PCK refinery in Schwedt, Germany, since 2023. Annual shipments rose from 1.2 million tons to a planned 2.5 million tons in 2026.

The refinery is controlled by Rosneft subsidiaries but has been under German state trusteeship since 2022.
