Kazakhstan has adopted new rules requiring the heads of ministries and government agencies, as well as regional and local officials and their deputies, to meet with citizens at least once a month, Orda.kz reports.
Requests for appointments will be registered through the e-Otinish system. Officials cannot refuse to register a request. If an application does not meet the formal requirements, the applicant will have three working days to correct it.
Once a request has been registered, the government agency must notify the applicant of the appointment’s date and time within 15 working days. The waiting period may be extended when necessary, but by no more than two months.
All appointments held at public reception offices and citizen reception centers must be recorded on audio or video. The recordings will be stored in accordance with legal requirements.
Appointments may also be held by video conference if the applicant agrees.
