Kazakhstan Prepares Amnesty For Some Criminal Cases And Administrative Fines

A criminal and administrative amnesty is being prepared in Kazakhstan. Members of parliament have developed bills clarifying its parameters, Orda.kz reports.

According to MP Snezhana Imasheva, the documents were prepared after the president announced an amnesty to mark the adoption of the new Constitution.

The criminal amnesty provides for exemption from liability for criminal offenses, as well as crimes of minor and medium severity. This will apply to cases where no damage was caused or where it has been fully compensated.

For serious and especially serious crimes, lawmakers propose reducing prison terms, but only if the damage has been fully compensated.

Under the administrative amnesty, individuals, business entities, private notaries, lawyers, people with kandas status, and other citizens of Kazakhstan are generally exempt from administrative punishment in the form of an administrative fine that has not been enforced by the time this law enters into force,Imasheva said.

The administrative amnesty will apply to fines that have not yet been enforced at the time the law enters into force.

Those who committed violations that could endanger people’s lives and health will not be eligible for amnesty. These include running a red light, speeding, and driving under the influence.

However, fines for driving without a seat belt and using a phone while driving may fall under the amnesty.
