Kazakhstan Opens Gas Infrastructure Projects to Private Investors

Mazhilis deputies have adopted in the second reading a bill on gas supply that would allow private investors to take part in building gas infrastructure, Orda.kz reports.
Under the document, private investors will be able to build gas facilities and then transfer them to gas distribution organizations with compensation for their costs.
Deputy Vera Kim said the amendments change the rules of gas supply and strengthen oversight in the sector.
We are giving private investors the opportunity to build gas infrastructure facilities with their subsequent transfer to gas distribution organizations and compensation for the funds invested. We are introducing measures that encourage more careful gas consumption, strengthen digital accounting and make distribution more transparent. We are also strengthening oversight of gas distribution organizations and revising approaches to pricing.she said.
She said the changes would also affect gas pricing and the regulation of tariffs for household heating.
Kim also added that the law would ban the construction of gas stations with above-ground tanks and tighten liability for violations.
