Kazakhstan's Senate has approved in the first reading a draft law that would restrict surrogacy services to married Kazakh citizens only, effectively banning foreigners from using them, Orda.kz reports.

The proposed changes would amend the Code on Marriage and Family. Under current law, a surrogacy contract is concluded between spouses who want a child and a surrogate mother, with no explicit citizenship requirement for the commissioning couple.

The amendments would change that by explicitly stating that only citizens of Kazakhstan can act as customers in a surrogacy contract.

The changes are included in a broader draft law on public administration and local self-government. The bill has passed the first reading in the Senate and has not yet been signed into law.
