Kazakhstan Doubles Financing for Utility Infrastructure

Kazakhstan has approved 625 billion tenge in loan financing for the national project to modernize the country’s energy and utility sectors in 2026, Orda.kz reports.
Deputy Minister of National Economy Asan Darbayev announced the funding at a government meeting. According to him, financing for utilities in 2026 has doubled compared with 2025.
The borrowed funds will come from international financial institutions, Kazakh banks and the state investment holding Baiterek.
Private and foreign capital is being brought into the national project. As of 2026, 625 billion tenge in debt financing has been approved, with six leading international financial institutions participating. These measures will attract longer-term, lower-cost funding and reduce pressure on utility tariffs,Darbayev said.
Baiterek also plans to provide eight trillion tenge in loans to Kazakhstan’s industrial sector. Some economists have warned that injecting such a large amount of money into the economy could accelerate inflation. Kasenov, however, said Baiterek’s effect on price growth is often overstated.
