Have Mopeds Revived Kazakhstan’s Motorcycle Market? How The New Law Reshaped The Country’s Fleet

Kazakhstan’s motorcycle market jumped sharply in 2025 after mopeds were brought under motor vehicle rules, although a later revision of the interior ministry database reduced the official count, Orda.kz reports.
In 2025, Kazakhstan’s motorcycle market expanded rapidly before stabilising. From April to August, the number of registered vehicles rose by 16.7% to 135.3 thousand units. In September, however, that figure fell to 115.7 thousand after the Ministry of Internal Affairs revised its database.
According to EnergyProm, the main driver of that growth was the legalization of mopeds. After they were officially classified as motor vehicles in April 2025, primary registrations increased 9.4 times to 46.2 thousand units. Most of those were light motorcycles with engines of up to 125 cubic centimetres.
As of February 2026, Kazakhstan had 118.7 thousand motorcycles on record. About 20% of all mopeds are concentrated in Almaty, where the delivery market is growing активно, with 9.4 thousand units registered there. It is followed by Almaty region with 6.2 thousand units, Zhambyl region with 2.6 thousand, Turkestan region with 2.5 thousand, and Akmola and Karaganda regions with 2.4 thousand each.
More than 66% of all motorcycles with internal combustion engines of up to 125 cc and a maximum output of no more than 11 kW are Chinese-made models.
The biggest contribution came from light motorcycles. Classic motorcycles, tricycles and ATVs accounted for far smaller volumes. It was this light motorcycle segment that became the main engine of growth, directly reflecting the legislative changes.
Experts link the trend to the expansion of courier services. Mopeds remain one of the most convenient forms of urban transport, especially in the south, where the operating season is longer.
