Energy Ministry Names Contractor Building Almaty CHPP-3

The Ministry of Energy has revealed who is building CHPP-3 in Almaty, Orda.kz reports.
Samruk-Energy Chairman Kairat Maksutov said KBI Energy Group had been selected as the contractor for the project.
According to him, the plant is expected to be launched and deliver capacity in December 2026. The project is being implemented by a private foreign company.
The contractor is KBI Energy Group. Other companies are also involved in the project, but the consortium is not called KBI Energy Group.Maksutov said.
Orda.kz also found that KBI Energy Group’s bank accounts, property, and vehicles had been seized, and that a ban had been imposed on notarial acts. The foreign company USI Management-FZCO is also listed as KBI’s founder. However, Maksutov did not answer which country the company is registered in.
Maksutov said the company had undergone rebranding and suggested that the issue may relate to its previous debts. He said the company has extensive experience in building energy facilities and has already completed similar projects, so there are no concerns about its work.
He also said the company won an open tender and was not awarded the contract through a single-source procurement process. According to Maksutov, the company is providing all necessary performance guarantees.
He added that 266 billion tenge had been allocated for the project, 30% of which has already been paid.
