Clinics Received Billions Through Fictitious Medical Records

Kazakhstan’s Financial Monitoring Agency (AFM) is investigating large-scale theft from the Social Health Insurance Fund. Citizens were attached to clinics without their knowledge, while the fund was billed for treatment they never received, Orda.kz reports.
According to the AFM, around 140,000 people were unlawfully attached to medical institutions across the country. Clinics entered fictitious services into the system, while the money was withdrawn and converted into cash.
The agency is investigating 36 criminal cases involving total losses of more than 3.5 billion tenge.
Turkestan Region: More Than 500 Million Tenge Routed Through Individual Entrepreneurs
Officials at the Zhetysai Multidisciplinary District Hospital are under investigation.
Investigators say money from the compulsory health insurance system was transferred to more than 20 individual entrepreneurs, although they had no contracts with the hospital and supplied no goods or services.
The entrepreneurs’ bank details were allegedly used to withdraw and cash out the money. The damage exceeded 501 million tenge, according to the AFM.
Two suspects have been arrested.
Astana: Five-Year Sentence Over 15,000 Fictitious Patients
An Astana court sentenced the head of the private Forte Clinic to five years in prison. An accomplice employed by the National Scientific Center for Health Development received a three-year sentence.
Investigators found that more than 15,000 people had been unlawfully attached to the clinic. Fictitious services worth 79 million tenge were then entered into the DamuMed system.
Almaty Region: Children’s Personal Data Used
The director of the Mydental.kz and Dr. Nurzhanova Dentistry clinics was sentenced to four years in prison, with property confiscated.
According to the AFM, no medical services were provided. Doctors’ accounts and the personal data of minors were used to register more than 4,500 fictitious services.
The scheme caused an estimated 66 million tenge in damage.
