Atyrau Refinery Leadership Change Confirmed

Muratzhan Musaibekov has been appointed CEO of Atyrau Refinery, replacing Kuanysh Bishimov. His name had emerged as a possible candidate in industry circles a day earlier, Orda.kz reports.
The appointment was approved at an extraordinary general meeting of the company’s participants.
The change in leadership came as little surprise to the oil and gas industry. Experts had discussed the possibility of a new refinery chief the previous day.
Musaibekov graduated from the Atyrau Institute of Oil and Gas with a degree in Chemical Technology of Organic Substances. He has managed KazMunayGas projects in oil and gas refining and petrochemicals and served as a managing director at the national oil company.
He previously worked as deputy director general of KazMunayGas – Refining and Marketing, held a senior position at Kazakhstan Petrochemical Industries and chaired the board of Romanian oilfield services company Rominserv.
In 2018–2019, Musaibekov served as an adviser to the director general of Atyrau Refinery on corporate governance and sat on the company’s management board. He also worked for the Almaty tax authorities.
The new CEO has been tasked with improving operating efficiency and increasing the production of light petroleum products. His other priorities include improving the refinery’s reliability and energy efficiency, continuing its environmental projects and ensuring stable operations.
Leadership changes within the KazMunayGas group have become more frequent. Orda.kz previously reported that the national company had replaced the executive responsible for oil sales.
An earlier leadership dispute at Atyrau Refinery attracted considerably more attention. Former CEO Galymzhan Zhusanbayev was dismissed and later reinstated by a court. His tenure was also marked by a prolonged dispute with employees and several major accidents at the refinery.
