Aktobe Woman Fined After Feeding Stray Cats

A woman in Aktobe was fined more than 43,000 tenge after stray cats were seen near her salon, Orda.kz reports, citing Diapazon.
The woman said not all of the cats belonged to her. However, a district police officer still drew up a report for violating animal walking rules and allegedly threatened to catch the remaining animals.
Lawyer Alena Dulya said the woman can appeal the report in court.
The report itself is often drawn up with violations, and it is quite possible to defend your position in court. The law does require cats to be walked on a harness and leash. However, the law also includes the concept of self-walking. If the animal did not harm people’s health, lives or property while self-walking, then liability does not arise,Dulya said.
According to the lawyer, animals can be captured for killing only in three cases: if they attacked a person, if they pose a threat to people’s life or health, or if this is needed to eliminate especially dangerous infectious diseases.
The law prohibits killing animals at someone’s whim,Dulya said.
