Why Online Voting Isn’t Coming for the 2026 Referendum

Kazakhstan’s First Vice Minister of AI and Digital Development, Rostislav Konyashkin, explained why it is still not possible to vote online in elections and referendums in Kazakhstan, Orda.kz reports
Speaking at the Central Election Commission, he said that introducing online voting would require a fundamental overhaul of the entire electoral process.
«We are acting primarily as technical consultants and experts who can help with this, but legislative changes are also required to make the relevant decision. We previously studied international experience, and few countries have switched to online voting, including some that are very advanced both economically and digitally,» he said.
He added that such a move would also require legislative changes.
