Where Civil Servants Earn The Most In Kazakhstan

Civil servants in Astana earn the highest salaries among officials in Kazakhstan, with an average monthly wage of 618,000 tenge, Orda.kz reports.
That is 66% higher than the national average.
Almaty ranks second, where civil servants earn an average of 418,000 tenge per month. It is followed by the Kyzylorda region at 373,800 tenge, the Almaty region at 357,500 tenge, and the Akmola region at 349,400 tenge.
Officials in the Zhambyl region earn the least, with an average monthly salary of 301,900 tenge. Shymkent, the Pavlodar region, and the Abay region are also near the bottom of the ranking.
High salaries in the capital are largely due to the concentration of national government bodies in Astana. Employees of these agencies earn an average of 764,100 tenge per month.
By comparison, local executive bodies pay almost half as much, at 396,000 tenge, while civil servants in rural areas earn 245,900 tenge.
At the same time, officials may not have felt the wage increase. In nominal terms, salaries rose by 10.2% in 2025, but inflation erased that growth. In real terms, wages fell by 1.1%.
