Village Akim and Police Major Convicted of Bribe Scheme in Pavlodar Region

A Pavlodar court has convicted the akim of Aktogay Rural District and a police major in a corruption case involving a road repair contract, Orda.kz reports, citing Irbis TV.
According to investigators, the akim demanded ₸1.5 million from a contracting company under the pretext of paying specialists who were inspecting roadwork quality. He enlisted the help of a distant relative — a serving police major — to facilitate the payment.
The case dates back to February 2024, when an Almaty-based company won a tender worth ₸78 million to repair five local roads in Aqtogay village. The work was completed on time, but the Center for Road Asset Quality identified deficiencies and ordered the contractor to fix them.
The akim then contacted the company, offering to “settle the issue” in exchange for payment. The businessman transferred ₸1 million, after which anti-corruption authorities intervened and stopped the scheme.
Following a court ruling, both the akim and the police major were fined ₸10 million each and permanently banned from public service.
