Uzbekistan to Impose Fines for Misuse of Artificial Intelligence

The Senate of Uzbekistan’s Oliy Majlis has approved a bill introducing liability for the misuse of artificial intelligence technologies — from the unlawful processing of personal data to the creation of AI-generated content without proper labeling, Orda.kz reports, citing local media.
For the first time, the law provides an official definition of “artificial intelligence” and establishes principles for its use. Developers of IT systems and services will now be required to ensure data protection and algorithmic transparency.
Violations will carry fines ranging from 50 to 100 base calculation units, up to 15 days of arrest, and confiscation of equipment.
Content created with AI must be explicitly labeled, and the law specifies that decisions affecting human rights cannot be made solely by AI algorithms — human participation is mandatory.
According to senators, the amendments are necessary to ensure the safe development of technology and to strengthen personal data protection. The bill has been sent to the President for signature.
Earlier, Kazakhstan’s Senate returned two draft laws — On Artificial Intelligence and On Amendments and Supplements to Certain Legislative Acts on Artificial Intelligence and Digitalization — to the Majilis with proposed revisions.
