The United States has urged Germany to develop a plan for the future ownership of Rosneft Deutschland GmbH and RN Refining & Marketing GmbH, citing Bloomberg.
The proposal aims to prevent disruptions at German refineries while Berlin finalizes a long-term legal arrangement for the assets, which have been under German trusteeship since September 2022.
The trusteeship currently runs until March 2026.
Officials familiar with the discussions said the licence would be non-renewable and focused solely on enabling continued operations during the transition. Germany is reviewing the proposal and is expected to respond shortly.
The assets represent about 12 percent of Germany’s refining capacity, including stakes in the PCK Schwedt, MiRO Karlsruhe, and Bayernoil refineries. Berlin has sought to secure the units under non-Russian ownership since 2022, but efforts to find a buyer — including negotiations with Qatar — have stalled.
The outcome of the current talks will determine whether Rosneft Deutschland can continue operating under a temporary U.S. licence while Germany completes ownership restructuring.
