Turkestan: The Heart of the Turkic World – Toqayev Signs Law Granting Special Status to the City

President Qasym-Jomart Toqayev has officially signed the law “On the Special Status of the City of Turkestan,” recognizing its significance as a spiritual, historical, cultural, and tourist hub of Kazakhstan, Orda.kz reports.
Discussions about granting Turkestan special status have been ongoing for years. Senators approved the decision in mid-February.
What the Law Entails:
- Heritage Protection – Safeguarding the Mausoleum of Khoja Ahmed Yasawi and other historical landmarks, along with strict oversight of restoration and archaeological projects
- Architectural Regulations – Restrictions on high-rise buildings and the introduction of a unified design code to maintain the city’s historical aesthetic
- Archaeological Reserve – New initiatives for studying and preserving ancient artifacts
- Improved Urban Environment – Development of accessible infrastructure and promotion of inclusive tourism
- State Support – Assistance for local artisans and regulation of transit transportation
- Expanded Local Governance – Strengthening the role of the Akimat and maslikhat in managing the city
This law protects Turkestan’s historical identity while ensuring its growth as a modern tourist destination with enhanced amenities.
