Toqayev Meets Chinese Business Leaders, Discusses Projects

President Qasym-Jomart Toqayev met with Shen Yanfei, General Manager of the China National Nuclear Corporation (CNNC), Orda.kz reports.
The head of state expressed confidence that CNNC, with its advanced technologies, would participate in the project to build Kazakhstan’s second nuclear power plant.
Toqayev reminded Yanfei that during talks with Chinese President Xi Jinping, special attention was given to nuclear energy, and the two sides reached important agreements, the Aqorda press service said following the meeting.
Deputy Prime Minister Roman Sklyar recently stated that Chinese companies could be involved in building Kazakhstan’s second and even third nuclear plants. The government is already looking for a suitable site.
The first nuclear station in Ulken, Almaty region, is being built by Russia’s Rosatom.
As part of his visit to Beijing, Toqayev also held talks with the heads of other major Chinese companies:
- Ni Zheng, General Manager of China Energy Engineering Group, discussed projects in power generation, waste processing, and the construction of high-voltage direct current lines between northern and southern Kazakhstan.
- Xiang Wenbo, Chair of Sany Group, spoke about launching production of wind turbine components in Shu and building a new wind farm with a capacity of up to one gigawatt.
- Hou Liang, Chair of Huawei, signed agreements on infrastructure digitalization, telecommunications, and training specialists in AI and big data.
- Jin Liqun, President of the Asian Infrastructure Investment Bank (AIIB), discussed transport, energy, and healthcare projects. The bank has already invested more than $2 billion in Kazakhstan.
- Dai Houliang, Chair of China National Petroleum Corporation (CNPC), addressed the modernization of the Shymkent oil refinery, the development of gas chemistry, and the construction of a urea plant in the Aqtobe region.
- Sun Yongcai, Chair of CRRC, agreed on the supply of 200 locomotives to Kazakhstan Railways (KTZ) and on plans to localize locomotive production in Kazakhstan.
Toqayev and Ding Xuexiang, First Vice Premier of China’s State Council, also attended the launch of the first plant producing components for wind energy in the Jambyl region — a joint project between Samruq-Qazyna and Sany Renewable Energy.
Speaking at the Shanghai Cooperation Organization summit in Tianjin, the president also touched on the construction of a new city, Alatau.
Special attention is being given to the Alatau City project, which is intended to become a powerful national and regional center for innovation, the crypto industry, and tech entrepreneurship. In this regard, Kazakhstan counts on close cooperation with Chinese companies. We fully support today’s agreement between Kazakhstan and China State Construction Engineering Corporation. I believe construction must begin without delay, Toqayev said.
