Toqayev Meets Almaty Akim, Orders Ban on High-Rise Construction in Upper City

On August 3rd, Kazakh President Qasym-Jomart Toqayev met with Almaty Mayor Darkhan Satybaldy to discuss the city’s social and economic development, Orda.kz reports.
Satybaldy stated that Almaty’s short-term economic indicator grew by 11% in the first half of 2025, while investment in fixed capital rose by 25.4%. He also emphasized the city’s polycentric development strategy, aimed at easing pressure on central districts and better distributing urban infrastructure.
He highlighted efforts to improve the city’s transport framework to enhance connectivity and access to public transit.
Following the meeting, Toqayev ordered a moratorium on new high-rise and infill construction in Almaty’s upper districts — except for social infrastructure and tourism projects specified in the city’s master plan.
He also instructed that the plan be amended to strengthen environmental protections and prevent development in the foothills.
