Toqayev and Putin Hold Talks at The Kremlin

President Qasym-Jomart Toqayev and Vladimir Putin held official talks at the Kremlin, Orda.kz reports.
The Kazakh leader arrived in Moscow at the invitation of the Russian president.
The day before, the two leaders met informally over tea and coffee.
Today, Aqorda and the Kremlin broadcasted the start of their official meeting. Toqayev reaffirmed key positions he had previously outlined in an interview with Rossiyskaya Gazeta.

- Toqayev described his state visit to Russia as the main diplomatic event of 2025
- Kazakhstan and Russia aim to increase bilateral trade to $30 billion
- The countries are close to signing an agreement on a nuclear power plant with Rosatom’s participation
- Nine branches of Russian universities are now operating in Kazakhstan
During the discussions, Toqayev also emphasized the importance of cultural and linguistic cooperation:
We view support for the Russian language as part of broader humanitarian cooperation that strengthens trust and dialogue between peoples. I am confident that Kazakhstan's youth should be proficient in several languages — Kazakh, Russian, English, Chinese, and others. This is an essential prerequisite for success in the modern world.
Toqayev invited President Putin to visit Kazakhstan in 2026, to which Putin replied, “With pleasure.”
The two presidents are expected to attend a performance together at the Bolshoi Theater.
Signed Declaration
Presidents Qasym-Jomart Toqayev and Vladimir Putin signed a Declaration on the transition of interstate relations between Kazakhstan and Russia to the level of a comprehensive strategic partnership and alliance.
In the presence of the two leaders, an exchange of 13 intergovernmental and interdepartmental documents also took place, covering a broad range of areas of cooperation:
- Comprehensive Program of Economic Cooperation between Kazakhstan and Russia for 2026–2030
- Agreement on rail transit and transshipment of goods to third countries
- Agreement on cooperation in transport security
- Agreement on the establishment of an interstate commission for testing the Soyuz-5 and Baiterek rocket systems
- Agreement on the opening of a Russian Consulate General in Aqtau
- Agreement on sanitary and epidemiological cooperation
- Memorandum on developing special economic zones
- Memorandum on joint general education institutions of Kazakhstan and Russia
- Action plan for the import and adaptation of Amur tigers to Kazakhstan
- Memorandum on nuclear and radiation safety in the peaceful use of atomic energy
- Plan for developing automobile border crossing points
- Agreement between Kazakhstan Temir Joly and Russian Railways on the development of junction points
- Memorandum of cooperation between Kazpost and Russian Post
