The Smokestack at Klebanov and Kan’s CHP Starts Operating

A new smokestack has been launched at Petropavlovsk CHP-2. It was built to replace the one that collapsed three years ago and resulted in fatalities. The plant is operated by SEVKAZENERGO, a company owned by Kazakhstani oligarchs Sergey Kan and Alexander Klebanov.
According to the Ministry of Energy, CHP-2 has updated its boiler and turbine equipment and modernized its infrastructure and auxiliary systems. The plant operates 12 boiler units and seven turbine units, with work currently underway on one of them.
The accident at CHP-2 occurred on March 20, 2022. The smokestack began collapsing during the day, leaving part of the city without heat. By evening, it became clear that employee Natalya Chefonova was missing — her body was found two days later.
The director and chief engineer of SEVKAZENERGO were detained and accused of negligent performance of their duties. A week later, the accident repeated itself, and residents again complained about cold homes. The plant’s management was later acquitted.
In 2025, another accident occurred at the facility — a contractor employee fell from a height while cleaning ash in a gas duct.
Recently, it became known that the Petropavlovsk Akimat plans to take the Petropavlovsk Heating Networks from oligarchs Kan and Klebanov into municipal ownership.
Authorities believe returning the heating networks to the city will help reduce infrastructure deterioration and keep tariffs under control. Klebanov and Kan have already lost similar assets: after the utility collapse in 2022, the energy company in Yekibastuz was sold to the Akimat for a symbolic 200,000 tenge.
SEVKAZENERGO JSC is part of the CAEPCO structure. The controlling stake in the corporation belongs to the Central-Asian Power Energy Company (CAPEC JSC), owned by oligarchs Alexander Klebanov and Sergey Kan.
