On April 14, the subsidiary of JSC QazaqGaz "Intergaz Central Asia" (part of the NWF "Samruk-Kazyna") signed an agreement on charter flights for their management. 159 million KZT will be spent on this from the budget of Kazakhstan in 2023. The contractor is Aviation Charter Service Kazakhstan LLP, a private airline that has been operating in the country since 2012. During this time, it paid 910 million KZT in taxes. The founder is a Moscow businessman, Sergey Vekhov. In 2020, his company received 979 million KZT from Intergaz for main gas pipeline helicopter patrol services.
According to the technical specification of the purchase, the contractor must perform domestic/international air transportation of the client's personnel and baggage. To do this, they provide the client with the entire capacity of the aircraft and its crew.

According to the requirements, the aircraft must have a capacity of no more than 14 passenger seats, increased comfort, and at least business-class cabin equipment. The production year should be no earlier than 2010.
Departing flights on the territory of Kazakhstan must be carried out within 12 hours from the date of application. To the near and far abroad – within 24 hours.
There is also passenger service through separate passenger comfort zones at airport terminals along the entire route (including far and near abroad and Kazakhstan). In addition, the JSC has the opportunity to order an executive car for the delivery of an employee… from the terminal to the plane. And back.

The parties also understand the reality they are in and have foreseen the possibility of sanctions being imposed. The contractor, therefore, guarantees that it is not on the US's, EU's, and UK's sanctions lists. Payment is made in dollars at the official exchange rate of the National Bank at the time of signing the contract. Worst-case scenario, they choose an alternative currency.
