Taraz Prosecutor’s Office Confirms Irregularities in Tender Process

The Taraz prosecutor’s office has confirmed findings reported by Orda.kz regarding irregularities in public tenders related to city improvement projects.
A review by the oversight agency revealed that several members of the tender commission — including Gani Muldekov, head of the state procurement department — had improperly favored certain suppliers, potentially violating the rights of other bidders.
According to Orda.kz’s earlier reporting, one company, ARLAN TRANS-LOGISTICS, won 10 out of 25 tenders.
However, it was excluded from five others due to alleged violations, even though similar issues in competing bids appeared to be overlooked.
Other companies — Merey Stroy Invest, SAK-TIGRAHAUD, and BIG building NS — were found to have submitted bids through the same representative. While these applications shared nearly identical documentation, the commission accepted in some cases and rejected in others.
Suppliers have already filed complaints, and some appeals have been upheld. Despite this, several participants claim that contracts continued to be awarded to preferred companies.
The prosecutor’s office has issued a request to correct the violations.
It remains to be seen whether individual officials will face consequences.
