If negotiations between Moscow and Kyiv are hosted in Geneva, Vladimir Putin will not face arrest despite the ICC warrant, Orda.kz reports.
After Donald Trump’s recent meeting with Ukrainian President Volodymyr Zelenskyy, the discussion over a possible location for Russia–Ukraine peace talks has intensified. Trump has said he has “already begun preparations” for a Putin–Zelenskyy meeting.
Reuters previously reported that Budapest could serve as the host city, while Geneva has been cited as another candidate. According to Swiss Foreign Minister Ignazio Cassis, Switzerland would grant Putin immunity from prosecution by the International Criminal Court if such talks were to take place on its territory.
A senior official explained that a special procedure, introduced in 2024, allows the government to ignore an ICC arrest warrant when an accused person arrives for official peace negotiations rather than a private visit.
The ICC issued its arrest warrant for Putin in March 2023. In October 2024, the court publicly criticized Mongolia for not detaining the Russian leader during his visit.
