Starlink to Launch in Kazakhstan

The Ministry of Digital Development, Innovation and Aerospace Industry of Kazakhstan has signed an agreement with Starlink, a subsidiary of SpaceX, Orda.kz reports.
The agreement outlines the official launch of Starlink satellite terminal sales for the general public in Kazakhstan, with service expected to become available in the third quarter of 2025.
Minister Zhaslan Madiyev highlighted that many regions of Kazakhstan remain difficult to access, such as remote pastures, mountain villages, and isolated industrial sites. He emphasized that residents in these areas deserve access to reliable, high-speed internet and that modern technology now makes this possible.
Until now, Starlink operated in Kazakhstan only in pilot mode, providing internet exclusively to schools. It was not officially available to the wider population. We’ve now reached an agreement: the company has committed to complying with all of our laws regarding information security and telecommunications. This year, all necessary measures will be implemented, and our citizens will finally be able to legally connect to satellite internet, Madiyev said.
He added that the state will maintain oversight to ensure compliance with all national regulations.
We successfully negotiated with SpaceX to ensure that all national security requirements are met, he said.
The legalization and official recognition of Starlink is especially significant, as citizens will now be able to legally purchase, use, and register terminals per Kazakh law.
They can be used by both individuals and legal entities, as well as government agencies. The terminals can be effectively used in sectors like agriculture, industry, subsoil use, and other sectors of the economy, the Minister added.
Starlink will be accessible via user equipment. The technical and organizational terms are currently being finalized, including service delivery parameters for private users.
